Z: 이 펀드의 핵심은 ‘제주 정착형 투자’이다. 출자 금액의 두 배이상을 제주에 제주에 본사를 둔 기업이나 제주로 본사 이전을 예정한 기업에 투자하도록 설계가 되었다는 것이다.
A: 단순히 자금만을 지원하는 펀드는 아니라는 것이군요.
Z: 투자받은 기업이 제주에 뿌리내려서 장기적으로 성장할 수 있도록 돕겠다는 전략입니다.
이 펀드는 제주특별자치도 출자와 제주도내 유관기관과 민간자금, 공공 모펀드 매칭으로 조성되는 지역특화형 펀드이다.
A: 재원은 어느 정도로 조성되나요?
Z: 총 25억원 이상 재원이 마련된다. 제주도내 기관과 추가 출자 협의가 성사되면 규모는 더 커질 수도 있다. 제주특별자치도는 각종 유인책을 더 강화해서 제주도외에 있는 우량기업들을 유치하는데에도 나설 예정이다.
A: 이 조성되고 투입되는 펀드를 통해서 자금이나 기술, 인력이 제주에 머물 수 있는 선순환 구조가 되겠군요. 펀드가 존속하는 기간은 어떻게 되죠?
Z: 펀드는 2025년부터 2033년까지 8년간 존속하게 된다. 투자 기간은 4년 이내이다. 펀드를 운용할 업무집행조합원 공개 모집도 지난달 마무리되었다. 공공 모펀드 출자 사업에 선정된 운용사만 응모할 수 있다. 기존 결성 완료 펀든느 제한된다.
A: 그럼 앞으로의 절차들은 어떻게 진행되는 건가요?
Z: 제주특별자치도는 8월에 운용사를 확정하고 10월까지 펀드를 결성해서 투자에 들어간다.
A: 제주특별자치도 상장기업 육성 펀드는 제주도만의 정책적인 펀드이다.
이번에 두 번째로 조성되는 펀드가 잘 진행되길 기대한다.
Z: 이 펀드는 지역의 중소벤처기업에게 전략적으로 자금을 공급해주는 역할을 한다. 그리고 자본시장 진입을 도와주는게 주된 목표이다. 기업이 성장하면서 창출하는 고용과 투자, 세수를 지역에 환원될 수 있도록 하는 것도 목표이다.
A: 1호 펀드는 TS인베스트먼트가 운용한 것으로 알고 있다. 그리고 제주에 이전을 준비하는 기업에 투자도 완료했고.
Z: 게다가 제주도내 기업 1개사에 투자를 할 예정이다.
A: 1호 펀드가 잘 진행되었으니 2호 펀드도 잘 되길 기대한다.
Z: 상장을 목표로 하지만 자금이 없는 유망기업들이 많다. 이러한 기업들에게 초기 성장 단계 투자금은 매우 중요한 요소이다. 이 육성펀드는 단순한 자금 지원이 아니라 제주의 미래산업과 기업 생태계 전체를 키우는 투자 플랫폼 역할을 톡톡히 할 것이다.

Z: The Jeju Special Self-Governing Province plans to create the second Jeju Listed Company Development Fund.
This is a policy and measure to raise small and medium-sized venture companies in Jeju Island to the level of listed companies and to relocate the headquarters of blue-chip companies outside Jeju Island to Jeju.
A: One of the key pledges of the 8th popular election of the Jeju provincial government is to foster and attract 20 listed companies.
For this, fund creation is one of the very important factors.
Z: The core of this fund is 'Jeju Settlement Investment'.
It is designed to invest more than twice the investment amount in companies based in Jeju or those that are planning to move their headquarters to Jeju.
A: You mean it's not just a fund.
Z: The strategy is to help the invested company take root in Jeju and grow in the long term.
This fund is a regional specialized fund created by the investment of Jeju Special Self-Governing Province and matching of private funds with related organizations in Jeju Island.
A: How much will the funds be raised?
Z: A total of more than 2.5 billion won will be raised. If additional investment agreements are made with institutions in Jeju Island, the scale could be even larger. The Jeju Special Self-Governing Province will strengthen various incentives to attract high-quality companies outside of Jeju Island.
A: It will be a virtuous cycle in which funds, technology, and manpower can stay in Jeju through this fund. How long does the fund last?
Z: The fund will last for 8 years from 2025 to 2033. The investment period is within 4 years. The open recruitment of business execution union members to manage the fund was also completed last month. Only management companies selected for public parent fund investment projects can apply. Funden that has already been formed is limited.
A: Then how are the future procedures going?
Z: Jeju Special Self-Governing Province will confirm the management company in August and form a fund by October to invest.
A: The Jeju Special Self-Governing Province Listed Company Development Fund is a policy fund unique to Jeju Island.
We hope that the second fund to be created will go well this time.
Z: This fund strategically provides funds to local small and medium-sized venture companies. And its main goal is to help enter the capital market. The goal is to return the employment, investment, and tax revenue that companies create as they grow to the region.
A: As far as I know, the first fund was managed by TS Investment. And I've also invested in companies preparing to move to Jeju.
Z: In addition, we plan to invest in one company in Jeju Island.
A: I hope the second fund goes well since the first fund went well.
Z: There are many promising companies that aim to go public but do not have funds. For these companies, investment in the early stages of growth is a very important factor.
