Z: 제주의 관광진흥조례가 개정되었다.
A: 어떤 내용이 개정된 것이죠?
Z: 관광객 유치를 위해서 동창회 또는 스포츠 동호회가 단체로 제주를 방문하면 1인당 3만원을 지원하는 내용으로 관광진흥조례가 개정되었다.
A: 관광객을 제주에 더 끌어오는데 큰 도움이 되겠네요.
Z: 이 내용을 포함한 제주도 관광진흥 조례 일부 개정안이 원포인트 임시회로 개최되었다.
A: 다른 안건과 함께 처리된 것이 아니라 이 사안만 가지고 제주도 의회가 임시회로 열린 것이군요. 그만큼 제주도 관광산업에 있어서 매우 중요한 포인트라고 할 수 있겠죠.
Z: 그렇다. 국내외 단체 관광객에 대한 인센티브 보상이 시행되는 셈이다.
주요 지원책을 살펴보면 동창회와 동호회의 경우 15인 이상이 제주를 방문하면 1인당 3만원씩 최대 200만원을 지급해준다.
그리고 제주도내에 있는 행정기관이나 공공기관과 자매결연이나 협약을 한 단체는 20인 이상 제주를 방문하면 1인당 3만원씩 최대 600만원을 지원해 준다.
A: 수학여행도 어찌보면 단체 관광객이다. 수학여행에 대한 인센티브는 없는지요?
Z: 수학여행 지원금은 기존 회당 60만원에서 최대 100만원으로 늘리고 있다. 그리고 학교별 연 최대 350만원까지 지원할 수 있도록 하고 있다.
A: 그러면 회의 등의 마이스산업의 경우는 어떠한가요?
Z: 마이스 산업의 경우 1000명 이상 규모로 행사를 여는 기관이나 단체에 대해서 1인당 1만원(외국인은 25,000원)이 지원되고 있다.
이번 조례개정안은 제주도지사가 관광객 유치와 더불어 관광산업의 경기회복을 위해서 단체 관광에 대한 인센티브 지급을 위해서 제주도의회에 요청한 사안이다.
A: 인센티브를 지급한다는 것은 예산이 소요되는 사업이다.
언제까지 시행될 수 있는 사업인가요?
Z: 올해부터 시작된 사업이다. 2029년까지 총 5년간 171억원의 예산을 인센티브로 지급할 계획이다.
A: 예산은 어디서 확보하는 것이죠?
Z: 재원은 전액 관광진흥기금에서 확보할 계획이다.
A: 2025년 하반기, 제주관광산업의 활성화를 기대해본다.

Z: Jeju's Tourism Promotion Ordinance has been amended.
A: What has been revised?
Z: In order to attract tourists, the Tourism Promotion Ordinance was revised to provide 30,000 won per person when alumni or sports clubs or activity group visit Jeju as a group.
A: It will be a great help to attract more tourists to Jeju.
Z: Some amendments to the Jeju Tourism Promotion Ordinance, including this, were held as a one-point irregular session of Jeju Provincial Council meeting.
A: It wasn't dealt with other issues, but the Jeju Provincial Council was held on this issue alone. It's a very important point in the Jeju tourism industry.
Z: That's right. Incentive compensation for domestic and foreign group tourists will be provided.
Looking at the main support measures, in the case of alumni and clubs, if more than 15 people visit Jeju, they will pay up to 2 million won, 30,000 won per person.
In addition, organizations that have sisterhood or agreements with administrative or public institutions in Jeju Island provide up to 6 million won, 30,000 won per person, when more than 20 people visit Jeju.
A: School trips are also group tourists. Are there any incentives for school trips?
Z: The school trip support fund is increasing from 600,000 won per session to a maximum of 1 million won. In addition, up to 3.5 million won per year can be provided for each school.
A: Then how about the MICE industry such as meetings?
Z: In the case of the MICE industry, 10,000 won per person (25,000 won for foreigners) is provided to institutions or organizations that hold events with more than 1,000 people.
The revision of the ordinance is an issue that the governor of Jeju Island requested to the Jeju Provincial Council to provide incentives for group tours to attract tourists and revive the tourism industry's economy.
A: Giving incentives is a budget-intensive business.
Until when can this project be implemented?
Z: The project began this year. The company plans to provide 17.1 billion won in incentives for a total of five years by 2029.
A: Where can I secure the budget?
Z: We plan to secure all the funds from the Tourism Promotion Fund.
A: We look forward to the revitalization of the Jeju tourism industry in the second half of 2025.
