Z: 제주도청은 ‘풍력발전사업 허가 및 지구 지정에 관한 세부 적용 기준 고시’를 개정하고 있다. 이 고시는 ‘공공주도 2.0 풍력개발 사업’에 필요한 인허가 절차와 사업자 평가 기준을 담고 있다.
A: 그럼 이번에 개정하는 고시의 핵심 내용은 무엇인가요?
Z: 고시 개정안의 핵심은 공공주도 풍력개발사업 공모 단계에서 응모기업이 기존의 조사 자료를 활용해서 사업제안서를 낼 수 있게 해다는 점에 있다.
공공주도로 풍력개발을 하는 절차는 에너지공사가 개발계획을 수립하고 나서, 사업자를 공모하고 지구지정 한 후 도의회 동의를 거쳐 개발사업시행 승인 순으로 진행된다.

Z: 풍황계측기 설치 비용은 1대당 30억원에 달한다.
기존 고시는 개발계획 수립단계에서도 이런 입지 적정성을 평가하도록 규정하고 있다.
A: 기존 고시에 따르면 개발계획 수립기관은 에너지공사이기 때문에 풍황실측도 에너지공사가 해야하는군요.
Z: 에퀴노르가 2022년부터 인근 해상에 풍황 계측기 11기를 설치해서 이미 방대한 데이터를 확보한바 있다. 제주에너지 공사가 입지 적정성을 평가해야 해서, 사업자 공모 단계에서부터 풍황실측자료가 필요하다. 공모가 진행되면 풍황자료를 확보한 기업이 유리할 수 있다.
A; 추자해상풍력 발전용량은 어느 정도급인가?
Z: 발전용량은 3GW로 투자규모는 18조원으로 제주도 개발사업 역사상 최대 규모이다.

The public-led wind power development process is carried out in the order of approval of the development project after the Jeju Energy Corporation establishes a development plan, contests business operators, designates districts, and approves the development project with the consent of the provincial council.
A: When does it say that we should submit the measurement data to verify economic feasibility and location?
Z: The existing notice stipulates that the weather survey data should be submitted at the Zoning designation stage. The weather survey should be conducted for at least a year.
A: It will not cost a penny or two because it is a specialized area and a large amount of capital is spent.
Z: The cost of installing the Punghuang meter is 3 billion won per unit.
Existing notices stipulate that such location adequacy should be evaluated even at the stage of development planning.
A: According to the previous notice, the development planning agency is the Jeju Energy Corporation, so the Wind Data measurement should be done by the Jeju Energy Corporation.
Equinor, however, was responsible for the windfall.
Z: Equinor has already secured vast amounts of data by installing 11 wind instruments in nearby seas since 2022.
Jeju Energy Corporation needs to evaluate the adequacy of the location, so data from the wind data survey are needed from the stage of the public offering of business operators. If the public offering proceeds, companies that have secured the Punghwang data may be advantageous.
