Z: 제주의 해녀문화는 이미 유네스코 문화유산으로 등재도 되었고, 또한 세계식량농업기구 FAO에도 세계중요농어업유산으로 지정된 바 있다.
2018년 FAO에 세계중요농업유산 등재 신청을 한 이후 3차례에 걸친 심의와 실사단 현장방문이 있었다.
그리고 2023년 11월에 지정이 확정되었다.
2025년 10월 로마 FAO본사에서 세계중요농업유산 지정 인증서 수여식이 열릴 예정이다.
A: 제주 해녀문화는 유네스코 뿐 아니라 다양한 월클기관에서도 인정하는 지역 고유의 문화유산이다.
세계적으로 이 가치를 알리고 홍보할 필요가 있다고 생각한다.
Z: 제주도정이 ’제주해녀어업시스템‘의 가치를 전세계에 전파할 예정이다.
제주도정은 제주해년어업시스템의 체게적인 발전을 위해서 향후 5년간 67억원의 예산을 투입한다.
A: 단순히 유산으로 지정된 것으로 그치지않고, 글로벌 가치홍보를 위해서 노력하고 있군요.
Z: 제주도정은 ’제주해녀어업 세계중요농어업유산 지정에 따른 활용 발전계획‘을 수립했다.
이번 계획은 국내외 유산등재 4관왕을 달성한 제주해녀의 명맥을 잇고, 전세계에 해녀문화의 가치를 알리기 위해서 마련되었다.
A: 제주해녀가 등재된 4관왕의 리스트는 어떻게 되죠?
Z: 2015년 제1호 국가중요어업유산으로 등재되고, 2017년 국가무형유산, 2023년 세계중요농어업유산으로 등재되었다. 물론 유네스코 문화유산으로도 등재되었다.
A: 금번 발전계획이 담고 있는 내용은 무엇인가요?
Z: 이번 발전계획의 비전은 ’전 세계 유일의 환경 친화적 해녀어업, 세계로 가치 확산‘이다.
’해녀문화 홍보 및 체험을 통한 공동체 경쟁력 확보‘를 목표로 하고 있다.
이를 바탕으로 3대 추진 전략을 세우고 7개 과제와 21개 세부사업으로 구성되어 추진될 예정이다.
A: 결국 이 21개 세부사업에 67억원의 예산이 투입되는 것이군요. 3개의 전략이라고 하셨는데 전략과 예산할당을 설명해달라.
Z: 전략별 투자계획을 살펴보자.
제주해녀어업 유산 알리기 5개 사업에 16억원을 투입한다.
제주해녀어업유산 관광자원화 10개사업에 42억원을,
제주해녀어업유산 공동 기반 강화 6개 사업에 9억원이 투자될 예정이다.
A: 국가의 예산이 투입되기 위해서는 중앙정부차원의 법적 근거도 필요해보인다.
그래야 제주 해녀어업시스템 발전에 예산 투입이 가능해 보인다.
Z: 이를 위해서 전국해녀네트워크를 강화해서 중앙부처와 국회에 관련 요구사항들을 전달할 예정이다.
A: 제주해녀 고유의 여성공동체 문화는 전세계적으로 희소가치가 높은 자원이다.
체계적 보존과 홍보가 필요하다.
Z: 그래서 이번 발전계획을 통해서 제주해녀어업시스템이 대한민국을 넘어서 세계 전통 여성문화의 대표하는 아이콘으로 확고한 위상을 갖추도록 적극 지원할 예정이다.
Global Promotion on Jeju Haeneyo
Z: Jeju's haenyeo culture has already been registered as a UNESCO cultural heritage, and has also been designated as a World Important Agricultural and Fishery Heritage by the World Food and Agriculture Organization FAO.
Since applying to the FAO for registration as a World Important Agricultural Heritage in 2018, there have been three deliberations and on-site visits by the due diligence team. And the designation was confirmed in November 2023.
In October 2025, a ceremony will be held at the FAO headquarters in Rome to award certificates for designation of world important agricultural heritage.
A: The Jeju Haenyeo culture is a local cultural heritage recognized not only by UNESCO but also by various Wolkle institutions. I think there is a need to publicize and promote this value globally.
Z: The Jeju Provincial Government will spread the value of the Jeju Haenyeo Fishing System to the world.
The Jeju Provincial Government will invest 6.7 billion won over the next five years for the systematic development of the Jeju Sea fishing system.
A: It is not just designated as a heritage, Jeju is working to promote global values.
Z: The Jeju provincial government has established a 'utilization and development plan in accordance with the designation of Jeju Haenyeo Fisheries as a World Important Agricultural and Fishery Heritage'.
The plan was designed to connect the Jeju haenyeo, who won four recognitions at home and abroad, and to promote the value of haenyeo culture to the world.
A: What is the list of the four gold medals with Jeju haenyeo listed?
Z: It was listed as the No. 1 National Important Fisheries Heritage in 2015, a National Intangible Heritage in 2017, and a World Important Agricultural and Fisheries Heritage in 2023. Of course, it was also listed as a UNESCO Cultural Heritage.
A: What is the content of this development plan?
Z: The vision of this development plan is 'the world's only environmentally friendly haenyeo fishery, spreading value to the world'. It aims to secure community competitiveness through promotion and experience of haenyeo culture.
Based on this, three major promotion strategies will be established and implemented consisting of seven tasks and 21 detailed projects.
A: So the budget of 6.7 billion KRW will be spent on these 21 detailed projects. You said there are 3 strategies, so please explain the strategy and budget allocation.
Z: Let's take a look at the investment plan by strategy. It will invest 1.6 billion KRW in 5 projects to promote Jeju Haenyeo's fishing heritage. Jeju Haenyeo's fishery heritage tourism resource development project is worth 4.2 billion KRW, 900 million KRW will be invested in 6 projects to strengthen the joint foundation for Jeju Haenyeo's fishing heritage.
A: It seems that a legal basis at the central government level is also needed for the national budget to be invested.
Only then can the budget be invested in the development of the Jeju haenyeo fishing system.
Z: To this end, the national haenyeo network will be strengthened to deliver related requirements to central ministries and the National Assembly.
A: The women's community culture unique to Jeju haenyeo is a valuable resource worldwide.
Systematic preservation and publicity are needed.
Z: Therefore, through this development plan, we will actively support the Jeju Haenyeo Fishing System to establish a solid status as a representative icon of traditional women's culture around the world beyond Korea.
