Z: 국토교통부 제주지방항공청은 제주 제2공항 건설공사 기본설계 최종 수행 업체를 선정할 예정이다. 2025년 3월부터 기본설계에 착수한다.
The Jeju Regional Aviation Administration of the Ministry of Land, Infrastructure and Transport will select the final company to carry out the basic design for the construction of the second airport in Jeju. The basic design will begin in March 2025.

Z: 해당 용역 사업비는 299억원이다. 수행기간은 18개월이다.

그동안 많은 위험들이 제기되고 있는 것으로 알고 있다.

5가지 쟁점에 대해서 집중적인 조사가 이루어질 계획이다.

A: 환경영향평가와 관련해서는 앞으로의 절차가 어떻게 되는가?
What are the future procedures regarding the environmental impact assessment?
Z: 환경영향평가는 초안 및 사계절 환경조사가 1년간 진행되고, 본안 조사가 1년, 이렇게 2년 진행된다. 국토부는 공항 입지 주변에 대해서 환경영향평가서를 작성해서 제주도에 제출하게 된다.
For the environmental impact assessment, a draft and four-season environmental survey is conducted for one year, and the main issue survey is conducted for one year and two years.
The Ministry of Land, Infrastructure and Transport will prepare an environmental impact assessment report on the location of the airport and submit it to Jeju Province.
A: 환경영향평가를 마치게 되면 다른 절차는 어떻게 진행되나요?
How will the other procedures proceed after the environmental impact assessment is completed?
Z: 제주도청은 환경영향평가 쟁점 사항을 검증한다. 그리고 국토부와 협의해서 심의를 마무리한다. 그리고나서 제주도의회 동의 절차를 거친다.
The Jeju Provincial Government verifies the issues of environmental impact assessment. Then, it consults with the Ministry of Land, Infrastructure and Transport to finalize the deliberation. Then, it goes through the process of consent from the Jeju Provincial Council.
A: 제주도의회 동의 절차를 마치면 착공에 들어가는 건가요?
Will it start the construction after it finishes the Jeju Provincial Council consent process?
Z: 기본설계와 환경영향평가 동의가 마무리되면 공항의 구체적인 설계와 운영계획을 포함한 실시설계에 들어간다. 그리고 동시에 토지 보상도 진행된다.
Once the agreement for the basic design and environmental impact assessment is finalized, the implementation design will include the airport's specific design and operation plan. Land compensation will also take place at the same time.
A: 아직도 진행되어야할 사항들이 많군요. 그럼 언제 착공해서 언제 오픈하게 되는거죠?
There are still a lot of things that need to be done. Then when does the construction start and when does it open?
Z: 국토부 계획에 따르면 환경영향평가와 설계 등의 사전 절차에 5년이 걸린다고 한다. 그리고 2029년 착공을 할 경우에 개항은 5년 후인 2034년쯤으로 전망된다.
According to the Ministry of Land, Infrastructure and Transport's plan, the preliminary procedure for environmental impact assessment and design takes five years. And if construction begins in 2029, the opening of the air port is expected to be around 2034, five years later.
A: 현재의 제주공항과 사이즈를 비교하면 어느 정도의 규모인가요?
How big is it compared to the current Jeju airport?
Z: 국토부가 2024년 9월 6일 고시한 내용에 따르면 사이즈는 551만 평방미터로 예상된다.
참고로 현재의 제주국제공항의 규모는 350만 평방미터이다.

A: 그럼 현재의 공항보다 1.57배나 큰 것이군요. 주요 시설들의 규모는 어느정도나 되죠?

Z: 활주로는 길이 3200미터 폭 45미터이다. 계류장은 28대의 주기가 가능하다.
여객터미널과 화물터미널 그리고 교통센터도 있다. 총사업비는 5조 4532억원이다.
he Runway is 3200 meters long and 45 meters wide. The mooring has a cycle of 28 units.
There are passenger terminals, cargo terminals, and transportation centers. The total project cost is W5.4532 trillion.
A: 제2공항의 여객 처리규모는 어떻게 되나요? What is the size of passengers at Airport 2?
Z: 제2공항은 1단계로 연간 1690만명의 여객을 처리한다.
2단계 확장사업이 완료되면 연 2천만명의 여객이 이용할 수 있다.
Airport 2 handles 16.9 million passengers a year in Phase 1. When the second phase of the expansion project is completed, 20 million passengers a year can use it.
A: 그럼 이제 제주도의 행정절차는 무엇인가요?
Then what are the administrative procedures of Jeju now?
Z: 제주도는 제2공항 연계 도민이익과 상생발전 기본계획 보완 용역을 올해 발주할 계획이다.
보완용역은 공항부지에 편입된 성산읍 5개 마을은 물론 나머지 9개 마을도 상생발전 대상에 포함된다. 수행기간은 1년 6개월이다.
Jeju government plans to place an order this year to supplement the provincial residents' profits and the basic plan for win-win development.
The complementary services will include not only five Seongsan-eup villages but also the remaining nine villages within the airport site.
The complementary services will take place for one and a half years.
A: 제주도 입장에서는 공항부지 마을이 발전할 수 있도록 용역을 잘 마무리하길 기대해본다.
