Z: 제주도청이 유엔 지속가능발전 비전을 선포했다.
유엔 지속가능발전목표에 기반해서 장기적인 발전 전략을 수립한 것이다.
The Jeju Provincial Government has declared the U.N. vision for sustainable development.
Based on the UN Sustainable Development Goals, a long-term development strategy was established.
A: 유엔의 지속가능발전목표는 기후위기 등 전 인류가 맞이한 위기를 헤쳐나가기 위한 공동된 목표라고 할 수 있다.
The UN's Sustainable Development Goals can be said to be a common goal to overcome the crises facing all of humanity, such as the climate crisis.
Z: 게다가 제주도청은 도정 최상위 정책 기조로 채택하였다.
지난달 제주도청은 이러한 내용을 골자로 하는 2040 제주특별자치도 지속가능발전 비전 선포식을 개최하였다.

A: 제주는 그동안 에너지 대전환, AI 대전환, 디지털 대전환 등 지속가능한 발전목표와 연계한 정책들을 이미 추구하고 있다고 말할 수 있다.

Z: 이번에 수립된 ‘2040 지속가능발전 기본전략’은 제주도의 2035년 탄소중립 선언, 신재생에너지 확대, 전기차 보급 등 그동안의 실천적 성과를 유엔 지속가능발전목표와 연계해서 체계화한다.
이는 전세계가 참고할 수 있는 표준 모델로 발전시켜 나가자는 계획이다.
The "2040 Primary Strategy for Sustainable Development" established this time will systematize practical achievements such as Jeju Island's 2035 carbon neutrality declaration, expansion of new and renewable energy, and electric vehicles in connection with the UN Sustainable Development Goals.

기본전략은 어떻게 되죠?

What's your basic strategy?
Z: 환경, 사회, 경제, 평화, 협력 등 5대 전략을 중심으로 제주도정 전반의 발전 방향을 제시하고 있다.
It presents the overall development direction of the Jeju provincial government, focusing on five strategies: environment, society, economy, peace, and cooperation.
A: 분야별로 설명을 해달라. Please explain each field.
Z: 환경 분야에서는 ‘탄소중립 실현을 위한 청정 생태 제주’를 목표로하고 있다. 2035년까지 탄소중립을 실현하고 지하수와 산지, 해양을 보호하는 내용을 담고 있다.
사회분야에서는 ‘삶의 질’을 강조하고 있다. 높은 건강 웰빙 제주를 위해서 15분 도시를 구현하고, 노인 일자리와 복지 서비스를 확대한다.
경제분야에서는 기업하기 좋은 제주 조성을 위해서 신재생에너지와 그린수소 투자확대, 스마트팜 보급을 계획하고 있따.
The environmental sector aims to be a 'clean ecological Jeju for the realization of carbon neutrality'. It is about realizing carbon neutrality by 2035 and protecting groundwater, mountainous areas, and oceans.
In the social field, 'quality of life' is emphasized. For high health well-being Jeju, a 15-minute city will be implemented, and jobs and welfare services for the elderly will be expanded.
In the economic sector, the government plans to expand investment in renewable energy and green hydrogen and supply smart farms to create a business-friendly Jeju.
A: 평화와 인권분야는 어떤 것을 다루는가?
What does the field of peace and human rights contain?
Z: 평화인권분야는 4.3의 완전한 해결 등을 추진한다.
그리고 17개 지속가능발전 목표를 실현하는 파트너십 제주를 통해서 전략이행 과정에서 모든 이해관계자와 소통하고 협력해 나간다.
The field of peaceful human rights promotes the complete solution of 4.3 and others.
And through partnership Jeju, which realizes 17 sustainable development goals, we communicate and cooperate with all stakeholders in the process of implementing the strategy.
A: SDGs가 삶의 질을 미치는 영향을 어떻게 측정할 수 있을까요?
How can we measure the impact of SDGs on quality of life?
Z: 제주도청은 경제협력개발기구 OECD가 계발한 더 나은 삶의 질 지수를 응용해서 ‘도민행복지표’를 도입했다. 제주는 보건, 교육, 안전, 환경 등 11개 부문별 세부 지표를 도민 체감 만족도를 높여 나갈 것이다.
The Jeju Provincial Government introduced the Residents' Happiness Index by applying the better quality of life index developed by the Organization for Economic Cooperation and Development (OECD). Jeju will increase the satisfaction of residents with detailed indicators for each of 11 sectors, including health, education, safety, and environment.
A: 이번 선포식에는 반기문 전 유엔 사무총장도 참석했다고요.
Former UN Secretary-General Ban Ki-moon also attended the proclamation ceremony.
Z: 반기문 전 유엔 사무총장은 ‘지속가능한 발전목표는 우리 세대뿐 아니라 미래세대가 잘 살 수 있는 터전을 마련하는 것’이라고 소개했다.
Former U.N. Secretary-General Ban Ki-moon said, 'The goal of sustainable development is to establish a place for not only our generation but also future generations to live well.'
A: 반 총장님의 말대로 기후변화 대응이 절실한 지금, 모든 국가와 도시들이 연대하는 것만이 위기 극복의 유일한 해법일 것이다.
As President Ban said, the only solution to overcoming the crisis is that all countries and cities are in solidarity now when responding to climate change is urgent.
Z: 제주는 경제발전과 사회통합, 환경 보전 등 모든 요소를 조화롭게 구성하여 지속가능한 제주를 그려내고 있다. 앞으로 글로벌 표준을 세워서 성공사례를 만들어 나갈 것이다.
Jeju depicts a sustainable Jeju by harmoniously organizing all elements of economic development, social integration, and environmental preservation. We will continue to create success stories by setting global standards.
