Offshore Wind Power in Chuja & Hankyeong
A: 제주는 바람의 섬으로 재생에너지 중 대부분은 풍력자원에서 나온다.
그중에서도 해상풍력의 비중이 단연 제일 높다.
Jeju is an island of wind, and most of the renewable energy comes from wind sources.
Among them, offshore wind power is by far the highest.
Z: 제주시 추자도와 한경면 바다에서 공공 해상풍력발전 사업이 추진되고 있다.
2025년 상반기 사업자 공모에 관심이 모아지고 있다.
Public offshore wind power generation projects are being promoted in the waters of Chuja Island and Hankyung-myeon, Jeju-city area.
During the first half of 2025, there will be bid for business developer. It draws the attention in the area of wind power generation business competition.
A: 제주는 바람이라는 자원을 누구나 다같이 혜택을 누려야 하는 공공자원으로 간주하고 있다.
제주에너지공사가 설립된 배경도 그 중 하나이다.
Jeju regards the wind resource as a public resource that everyone should benefit from.
One of them is the background of the establishment of the Jeju Energy Corporation.
Z: 제주에너지공사에 따르면 2024년 11월 상담회를 통해서 ‘공공주도 2.0 풍력개발 사업’에 참여할 마을을 모집했다. 그 결과 추자도와 동서 해상과 한경면의 신창과 용수 용당리 바다가 우선 선정되었다.
According to the Jeju Energy Corporation, through a consultation meeting in November 2024, Jeju Energy Corporation recruited villages(communities) to participate in the 'Public Lead 2.0 Wind Power Project'.
As a result, Chujado Island, the East-West Sea, and the Sinchang and Yongdang-ri Seas of Hankyung-myeon were selected first.
A: 추자와 한경에 해상풍력 발전사업이 추진되고 있는 것이군요.
The offshore wind power generation project is being carried out in Chuja and Hankyung.
Z: 제주 에너지공사는 주민수요성과 해상풍력입지 적합성, 해향환경과 어업활동 등을 종합적으로 검토하였다. 그 결과 추자와 한경 2곳에 공공 해상풍력발전단지를 설립하기로 한 것이다.
The Jeju Energy Corporation comprehensively reviewed the demand for residents, the suitability of offshore wind power locations, the sea direction environment, and fishing activities.
As a result, it was decided to establish public offshore wind power generation complexes in two places, Chuja and Hankyung.
A: 그렇다면 앞으로의 절차는 어떻게 진행되나요?
Then how will the process proceed from now on?
Z: 제주에너지 공사는 2025년 상반기 중에 사업계획을 수립하고, 사업자를 공개 모집할 계획이다.
이와 관련해서 노르웨이 국영기업 에퀴노르는 2024년 연말 추자도 해상풍력에 대한 사업 의견서를 제주에너지공사에 제출한 바 있다.
Jeju Energy Corporation plans to establish a business plan and openly recruit business operators during the first half of 2025.
In this regard, Norwegian state-owned company Equinor submitted a business opinion on offshore wind power in Chujado Island to Jeju Energy Corporation at the end of 2024.
A: 에퀴노르가 추진하려는 사업은 어느 정도의 규모인가요?
How big is the business that Equinor is planning to pursue?
Z: 에퀴노르는 2052년까지 추자도 서쪽 10-30km 해역에 1.5GW 해상풍력 발전기 100기를 건설할 예정이다.
그리고 추자도 동쪽으로 13~50km 해역에 1.5GW 해상풍력발전기 100기를 건설할 계획도 갖고 있다.
Equinor will build 100 1.5 GW offshore wind turbines in waters 10-30 km west of Chujado by 2052.
It also plans to build 100 1.5GW offshore wind turbines in waters 13 to 50 kilometers east of Chujado Island.
A: 엄청난 규모이군요. 사업비는 어느 정도가 될까요?
That's a huge scale. How much will the project cost be?
Z: 총 사업비는 약 18조원이다.
에퀴노르는 2022년 3월부터 추자도 바다에 부유식 풍황계측기(바람의 세기와 방향 측정기기) 3대를 설치해서 운영 중에 있다.
The total project cost is about 18 bil USD.
Since March 2022, Equinor has installed and operated three floating wind meteorological gauges (wind strength and direction measuring instruments) in the sea of Chujado Island.
A: 풍황계측기르 미리 설치하는 것은 풍력발전 단지지구 지정에 앞서서 반드시 해야하는 절차인 것으로 알고 있다.
As far as I know, pre-installing the wind meteorological gauges is a must-do procedure before designating the wind farm zone.
Z: 사업자 공모에 이어서 지구지정 단계에서 풍황 실측 자료는 반드시 필요한 자료이다.
사업을 안정적으로 이끌어 나가기 위해서 사업의 경제성과 발전량, 주민수용성에 대해서 검토를 진행하기 때문이다.
Following the public offering of business operators, the actual data of the wind situation in the district designation stage are essential data.
This is because in order to lead the project stably, the economic feasibility, development volume, and resident acceptance of the project are reviewed.
A: 앞서 언급한 공공주도 풍력개발사업은 민선8기 제주도정의 풍력발전 개발에 있어서 가이드라인이라고 할 수 있다.
The public-led wind power development project mentioned earlier could be a guideline for the development of wind power in Jeju Island during Oh Young-Hun Administration.
Z: 제주에너지공사가 사업자와 컨소시엄을 구성하게 된다. 그리고 공공 풍력발전지구 지정까지 사전 절차를 이행하고 제주도청은 조례를 통해서 에너지공사를 공공 풍력발전사업의 관리기관으로 지정하고 있다.
Jeju Energy Corporation will form a consortium with the business operator.
The Jeju Provincial Government has designated Energy Corporation as the management agency for public wind power projects through ordinances, and the preliminary procedures have been carried out to designate public wind power zones.
A: 추자도 주민을 대상으로 한 풍력발전사업에 대한 설명은 잘 진행되고 있는지요?
Is the explanation of the wind power project for the residents of Chujado Island going well?
Z: 제주에너지공사는 2024년 5월부터 한달동안 추자도 6개 마을과 한경면의 3개 마을을 방문해서 주민들을 대상으로 설명회를 열었다. 그리고 의견청취를 통해서 해당 마을로부터 사업참여 의향서를 받은바 있다.
Jeju Energy Corporation visited 6 villages in Chujado Island and 3 villages in Hankyung-myeon for a month from May 2024 and held a briefing session for the residents.
Jeju Energy Corporation also received a letter of intent to participate in the project from the village through the collection of opinions.
A: 공공주도의 제주해상풍력발전사업들이 주민수용성을 통해서 잘 진행되길 바란다.
I hope that the public-led Jeju offshore wind power generation projects will proceed well through resident acceptance.
