Z: 2025년부터 전국 17개 시도에서 RISE 정책이 본격적으로 시행된다. 제주특별자치도는 제주만의 지역차별성을 통해 향후 5개년 기본계획을 수립하여 추진하고 있다.
RISE policies will be implemented in 17 cities and provinces nationwide from 2025.
Jeju Special Self-Governing Province has established and promoted a basic plan for the next five years through regional distinction in Jeju.
A: 5개년 계획이면 2025년부터 2030년까지의 기본계획이 수립되었다는 것이군요.
If it's a five-year plan, it means that the basic plan from 2025 to 2030 has been established.
Z: 향후 5년동안 3250억원 (국비 2500억원, 지방비 750억원)을 투입할 예정이다.
이를 통해서 ‘글로벌 K-교육 및 연구 런케이션 플랫폼 조성사업’을 추진한다.
It plans to invest 325 billion won (250 billion won for state expenses and 75 billion won for local expenses) over the next five years. Through this, the 'Global K-Education and Research Learn-Cation Platform Creation Project' will be promoted.
A: 제주형 라이즈 기본계획이 수립되었군요.
The basic plan for the Jeju Rise has been established.
Z: 2025년 올해의 예산 목표액은 국비 500억원을 포함한 650억원 규모이다.
This year's budget target for 2025 is 65 billion won, including 50 billion won in state funds.
A: 제주는 뛰어난 관광인프라를 보유한 장점이 있기에 지역혁신 역시 관광인프라와 연계가 되어야 할 것이다.
Jeju has the advantage of having excellent tourism infrastructure, so regional innovation should also be linked to tourism infrastructure.
Z: 그리고 전국에서 가장 높은 경제활동 참가율과 청년취업율을 기록하고 있는 장점이 있다.
And it has the advantage of recording the highest economic participation rate and youth employment rate in the country.
A: 하지만 섬이라는 특수성 때문에 단점도 많을 것이다.
But there must be many disadvantages because of the island's uniqueness.
Z: 물류비가 매우 높다. 산업기반이 부족한 것도 단점이다. 제조업보다는 서비스업에 편중된 산업구조를 보이는 특징도 있다. 이에 따라서 제주도청은 라이즈 계획 수립을 ‘세계를 선도하는 글로벌 K-교육 및 연구 런케이션 제주’라는 주제를 선정했다. 그리고 지역의 관광자원을 전략적으로 활용해서 배움과 학습, 여가를 결합한 런케이션을 중심으로 지역의 전략산업에 필요한 인재를 양성한다는 계획이다.
Logistics costs are very high. Lack of industrial base(foundation) is also a disadvantage.
There is also a characteristic that the industrial structure is concentrated in the service industry rather than the manufacturing industry.
Accordingly, the Jeju Provincial Government selected the theme of 'World-leading Global K-Education and Research Learn-Cation Jeju' for the establishment of the Rise Plan.
In addition, the plan is to cultivate talents necessary for the strategic industry in the region, focusing on runs that combine learning, learning, and leisure by strategically utilizing local tourism resources.
A: 인재양성과 더불어 연구 역량을 강화하는 것도 중요하다.
