Z: 제주에는 4.3이라는 아픈 역사를 갖고 있다. Jeju has a painful history of 4.3.
A: 4.3사건으로 무고하게 희생된 제주도민들의 넋을 기리기 위해서 제주 4.3평화공원이 건립되어 있다.
The Jeju 4.3 Peace Park has been built to commemorate the souls of Jeju residents who were innocent victims of the 4.3 incident.
Z: 그리고 제주4.3국제평화문화센터와 4.3트라우마치유센터를 건립하는 계획을 갖고 있다.
일명 제주4.3평화공원 활성화 사업의 3단계 사업이다.
And it has plans to build the Jeju 4.3 International Peace and Culture Center and the 4.3 Trauma Healing Center.
It is a three-stage project of the so-called Jeju 4.3 Peace Park revitalization project.

Z: 이 사업의 본공사 용역이 2024년 9월 발주되었다.
제주 4.3평화공원 활성화 사업에는 국가예산 295억원이 투입된다.
제주도청은 2023년에 디자인설계 공모를 했고, 올해는 기본 및 실시설계를 진행했다.
The main construction service for this project was ordered in September 2024.
The Jeju 4.3 Peace Park revitalization project will cost 29.5 mil USD in the national budget.
The Jeju Provincial Government held a design contest in 2023, and this year, it conducted basic and practical design.
A: 그럼 언제부터 4.3국제평화문화센터 공사가 시작되는가요?

Z: 빠르면 2024년 10월부터 공사에 들어갈 예정이다. 완공목표는 2026년 말이다.
Construction will begin as early as October 2024. The completion target is the end of 2026.
A: 제주4.3평화공원은 매우 넓은 부지를 갖고 있다.
평화공원 사업은 언제부터 시작된 것인가요?
Jeju 4.3 Peace Park has a very large lot of land. When did the peace park project begin?
Z: 2001년 부지매입을 시작으로해서 1단계 사업으로 위령탑과 위령재단 등 기반시설을 갖추었다. 2단계로 2008년 3월에 4.3평화기념관과 위패봉안실을 추가로 건립한 바 있다.
Starting with the site purchase in 2001, the first phase of the project was equipped with infrastructure such as the memorial tower and the memorial foundation.
In March 2008, the 4.3 Peace Memorial Hall and the Memorial Stones Inner Room were additionally built as the second phase.
A: 16년이 지나서야 3단계 사업을 진행하는 것이군요.
It's not until 16 years later that the project is proceeding with the third stage of the project.
Z: 사실 2011년부터 3단계 사업을 추진하였다. 그 때 당시에는 일부 4.3평화교육센터만 준공했다. 일종의 어린이들을 위한 체험관이다. 하지만 그 이후에는 예산을 확보하지 못해서 사업이 중단되었던 것이다. In fact, the third phase of the project has been carried out since 2011.
At that time, only some 4.3 Peace Education Center was completed. It is a kind of experience center for children. But after that, the project was suspended because the budget was not secured.
