Z: 서귀포시 하원테크노캠퍼스가 제주의 첫 번째 기회발전특구로 지정되었다.

What is the Opportunity Development Special Zone?
Z: 중앙정부가 지방의 일정 단지를 특구로 지정해서 기업인센티브를 주는 제도이다.
이를 통해서 지방으로 이전한 기업의 대규모 투자를 이끌어내고, 지역인재를 고용할 수 있도록 세제감면과 재정지원, 규제특례 그리고 정주여건 등을 패키지로 지원하는 정책이다.
It is a system in which the central government designates certain local complexes as special zones and gives corporate incentives.
Through this, it is a policy that draws large-scale investment from companies relocated to the provinces and provides tax cuts, financial support, regulatory special cases, and settlement conditions in a package to hire local talent.
A: 기회발전특구로 이전하는 기업에 대해서는 어떤 혜택들이 주어지나요?
What are the benefits for companies relocating to the Opportunity Development Special Zone?
Z: 세제감면 혜택이 주어진다. 소득세와 법인세가 5년 동안 100% 감면되고, 이후 2년 동안은 50% 감면된다.
그리고 이 특구내에서 신규로 취득하는 부동산(토지, 건물)은 취득세가 전액 감면되고, 재산세는 5년 동안 전액이 면제된다.
There will be tax cuts. Income tax and corporate tax will be 100% reduced for 5 years, and 50% for the next 2 years.
In addition, new real estate (land, buildings) acquired within this special zone will be fully exempted from acquisition tax, and property tax will be exempted for five years.

하원테크노캠퍼스에는 한화시스템의 우주센터도 설립된다.

Z: 그렇다. 중앙정부산하 산업통상자원부와 지방시대위원회가 하원테크노캠퍼스 30만평방미터 부지를 기회발전특구로 2024년 6월 20일 지정했다.
앞으로 여러 가지 혜택이 주어지겠지만 그중에서도 규제특례가 파격적으로 제공될 수 있다. 즉 제주도청이 직접 어떤 규제를 없애야 기회발전특구에 들어온 기업이 비즈니스 활동을 할 수 있을지를 결정해서 정부에 요구할 수 있기 때문이다.
Yes, the Ministry of Trade, Industry and Energy and the local time committee under the central government designated the 300,000 sq m site of the Hawon Campus as a special opportunity development zone on June 20, 2024.

A: 하원테크노캠퍼스에 입주하는 기업들은 현재 우주산업관련 기업들이다.
The companies moving into the Hawon Technology Campus are currently related to the space industry.
Z: 한화시스템과 페리지에어로스페이스 2개 기업이다. 2개 기업은 제주도청과 투자협약을 맺고 하원테크노캠퍼스에 입주할 예정이다.
이들 기업들의 총 투자규모는 1111억원 이상이 될 것으로 예상된다.
고용인원은 400명을 넘는다.
There are two companies, Hanwha System and Perigee Aerospace.
The two companies will enter the Hawon Techno Campus after signing an investment agreement with the Jeju Provincial Government.
The total investment of these companies is expected to be more than 111.1 mil dollars.
There are more than 400 people employed.
