A: 2002년 제주는 국제자유도시로 출범했다.
제주를 국제자유도시로 개발하는데 있어 가장 중요한 것은 FDI(외국인직접투자)이다.
In 2002, Jeju was launched as a free international city.
The most important thing in developing Jeju as a free international city is FDI (foreign direct investment).
Z: 제주국제자유도시 출범이후 제주는 FDI 유치에 많은 공을 들였다.
하지만 대부분 대규모 관광개발사업 위주의 사업이었다.
하지만 계속되는 규제와 난항으로 외국인투자유치는 쉽지 않아졌다.
Since the launch of Free International City, Jeju has put a lot of effort into attracting FDI.
However, most of them were large-scale tourism development projects.
It has become difficult to attract foreign investment due to continued regulations and difficulties.
A: 국제자유도시를 조성하는 제주의 큰 비전에 차질이 생기는 것 아닌가 모르겠다.
올해 FDI 실적에 대해서 설명해달라.

Z: 매 분기별로 산업통상자원부가 FDI 실적을 발표한다.
2024년 상반기 제주는 외국인직접투자 23건과 더불어 2억 4700만 달러를 유치했다.
The Ministry of Trade, Industry and Energy releases FDI results every quarter.
In the first half of 2024, Jeju attracted $247 million along with 23 foreign direct investments.
A: 올해 1분기 실적은 어떻게 되나요?
What is the performance of the first quarter of this year?
Z: 2024년 1월부터 3월까지의 실적은 10건이었다. 그리고 금액은 2억 4300만 달러였다.
There were 10 cases from January to March 2024. And the amount was $243 million.
A: 상반기 실적에서 1분기 실적을 빼고 나면 얼마 안되네요.
The FDI amount is low during the 2nd quarter of this year.
After the first quarter's performance is deducted from the first half's performance.
Z: 400만 달러에 그치는 셈이다. It's only four million dollars.
A: 과거 제주의 FDI 실적은 어떻게 되나요?
What is Jeju's FDI performance in the past?
Z: FDI는 신고액과 도착액으로 구분된다.
2015년으로 되돌아 가보자.
2015년 13억 8965만달러에서 2016년 10억 100만달러,
2017년 10억 8900만 달러 였다.
FDI is divided into declared amount and arrival amount.
Let's go back to 2015.
$1.01 billion in 2016, up from $1.389.65 billion in 2015,
It was $1.089 billion in 2017.
A: 매년 10억 달러 이상의 외국인투자유치 실적을 기록했었네요.
It recorded more than $1 billion in foreign investment attraction every year.
Z: 하지만 2018년부터 2021년까지는 3억달러에서 5억달러 내외였다.
그리고 팬데믹이 종료되고 2022년 FDI 신고액은 10억 8600달러로 다시 회복세를 보였다.
But from 2018 to 2021, it was around $300 million to $500 million.
Then, after the pandemic ended, FDI reports in 2022 recovered to $1.0886 billion.
A: 지난해 FDI 실적은 어떠한가요?
What was the performance of last year's FDI?
Z: 2023년 FDI 실적은 5100만 달러 수준으로 떨어졌다.
FDI earnings fell to around $51 million in 2023.
