Z: 대한민국정부와 유네스코는 2024년 2월 센터설립에 관한 협정을 체결했다.
그리고 제주돌문화공원 내에 센터를 설립하기로 했다.
유네스코 센터는 2019년 11월 제40차 유네스코 총회에서 설립을 승인했다.
일명 유네스코 카테고리 2센터이다.
The South Korean government and UNESCO signed an agreement on the establishment of the center in February 2024.
And it was decided to establish a center within Jeju Stone Culture Park.
The UNESCO Center approved its establishment at the 40th UNESCO General Assembly in November 2019.
It is a so-called UNESCO Category 2 center.
A: 카테고리 2 센터. 어떤 것인가? Category 2 center. Which one is it?
Z: 카테고리 2센터는 유네스코와 소재국 간의 협정을 맺고, 협정에 따라 센터에 법적 지위를 마련해서 법인으로 설립해서 운영하는 형태다. 대한민국의 법상 법인으로 설립되어서 대한민국으로부터 인적 물적 자원을 지원해서 운영할 계획이다.
The Category 2 center is a form of establishing and operating as a corporation by establishing an agreement between UNESCO and the country where it is located, establishing a legal status at the center according to the agreement. It was established as a corporation under the law of the Republic of Korea and plans to support and operate human and material resources from ROK.
A: 그럼 이 카테고리2센터에서는 어떤 업무들을 수행하게 되나요?
Then what kind of tasks will this Category 2 center perform?
Z: 센터는 세계 최초 다중국제보호지역의 관리와 보전을 다루는 연구 훈련기관이다.
다중국제보호지역 정책과 국제보호지역 국제동향 대응을 연구하고, 국제보호지역 관리자와 포괄적 이해관계자들에 대한 교육과 훈련, 그리고 관련 기관 파트너십을 구축하고 교육생과 이해관계자 간 네트워크를 구축하는 업무등을 수행하게 된다.
The Center is the world's first research and training institution to address the management and conservation of multiple international protected areas.
It will study the policies of multiple international protected areas and the response to international trends in protected areas, education and training for managers and comprehensive stakeholders in international protected areas, establishing partnerships with related institutions, and establishing networks between trainees and stakeholders.
A: 현재까지 진행절차는 어떻게 되는가? What is the process so far?
Z: 제주도내 돌문화공원 오백장군갤러리 내에 사무공간을 마련했다.
제주도청에서도 직원을 파견할 예정이다.
환경부도법인 설립 절차를 마무리했다.
An office space has been set up in the 500 General Gallery of Stone Culture Park in Jeju Island.
The Jeju Provincial Government will also send employees.
The Ministry of Environment has also completed the process of establishing a corporation.
A: 제주도, 환경부, 유네스코 3자가 같이 운영하는 체계이군요.
It's a system operated by Jeju Island, the Ministry of Environment, and UNESCO.
Z: 그렇다. 카테고리2센터는 환경부, 제주도, 유네스코가 거버넌스 체계를 구축해서 운영한다.
3자간 협업을 통해서 카테고리2센터가 국제적인 센터로 인정받을 수 있도록 제주의 다중국제보호지역 통합관리사례와 더불어 제주환경 자원을 교육에 활용할 수 있는 방안을 강구해 나갈 방침이다.
The Ministry of Environment, Jeju Island, and UNESCO will establish and operate a governance system for Category 2 centers.
In order to ensure that the Category 2 center is recognized as an international center through trilateral collaboration, we will devise ways to utilize Jeju environmental resources for education as well as Jeju's integrated management of multiple international protected areas.
