대규모 프로젝트들의 장기화에 따른 수요타당성 재검토 필요
Z: 제주는 2002년 국제자유도시로 지정받은 이후 주요 프로젝트들을 추진하고 있다.
이를 실현하기 위해 국토부 산하 제주국제자유도시개발센터를 설립했다.
Jeju has been carrying out major projects
since it was designated as a free international city in 2002.
To realize this vision, the Jeju Free International City Development Center under the Ministry of Land, Infrastructure and Transport was established.

영어교육도시도 그 중 하나이다. 신화역사공원, 헬스케어타운 그리고 첨단과기단지는 조성이 되어서 제주국제자유도시개발센터 본사가 위치해 있다.
There are big projects promoted by the Jeju Free International City Development Center.
The Globla Education City is one of them.
Myth & History Theme Park, Healthcare Town, and High-tech Science and Technology Complex have been promoted.
Z: 감사원은 제주국제자유도시개발센터가 추진 중인 3개의 사업에 대한 수요와 타당성을 분석해서 그 결과에 따라서 사업ㅇㄹ 재검토하는 방안을 마련할 것을 요구했다.3개 사업은 첨단과기단지 2단지 조성사업과 의료하이오허브, 신화역사공원 J지구 테마파크 조성사업이다.
The Board of Audit and Inspection pointed and requested Jeju Free International City Development Center to take action.
It is for analyzing the demand and feasibility of the 3 projects being pursued and preparing a plan to review the project according to the results.
The three projects are the creation of the 2nd high-tech complex,
the medical bio hub, and the theme park for the J district of Myth & History Theme Park.
A: 이번 재검토 요청은 감사원 감사를 통해서 지적된 사항들이군요.
This request for review was pointed out through the audit by the Board of Audit and Inspection.
Z: 제주국제자유도시개발센터 주요 개발 사업에 대한 수요타당성 재산정 결과 사업비가 대폭 상승하면서 경제적 타당성과 수익성 지수가 크게 낮아진 것이다. 감사원은 수요나 수익성을 과다하게 추정한 것으로 판단하고 있다.
As a result of recalculating the demand feasibility for major development projects of the Jeju Free International City Development Center, the economic feasibility and profitability index were significantly lowered as project costs rose significantly.
The Board of Audit and Inspection judges that demand or profitability was overestimated.
A: 그렇군요. 대부분의 사업들이 대규모 개발사업이라 시일이 꽤 오래 걸리고 있다.
제2첨단과기단지만 해도 아주 오래전부터 준비해오던 프로젝트이다.

The second High Tech Science Park has been preparing for a long time.
Z: 2015년 예비 타당성 조사를 시행한 이후에 7년 4개월이 지나서야 기본설계를 착수했다.
당초 예측한 수요에 중대한 변화가 있었는지 등에 대해서 검토하지 않은 것이 문제로 지적된 것이다.
After conducting a preliminary feasibility study in 2015, the basic design was not initiated until 7 years and 4 months later.
It was pointed out as a problem that it did not review whether there was a significant change in demand originally predicted.
A: 의료서비스센터와 신화역사공원의 경우 어떤 부분을 지적하고 있나요?
What does it point out about the medical service center and Myth & History Theme Park projects?
Z: 의료서비스센터 임대료를 기준으로 투자사업을 다시 분석한 결과 경제성분석이 하락했다. 그리고 순현재가치도 하락했다.
신화역사공원 J지구 사업에 대한 보완계획 수립 용역을 진행하면서 연간 입장객수를 200만명으로 산정하는 등 현실에 맞지 않다는게 감사원의 지적이다.
Re-analyzing investment projects based on medical service center rent fee showed that economic analysis declined. And the net present value also fell.
The Board of Audit and Inspection points out that it is not suitable for reality, such as calculating the number of visitors per year at 2 million while carrying out the service of establishing a supplementary plan for the Myth & History Theme Park / District J project.
A: 신화역사공원 부지에는 제주국제자유도시개발센터가 직접 운영하는 항공우주박물관도 있다.
There is also the Aerospace Museum directly operated by the Jeju Free International City Development Center on the site of the Theme Park Project.
Z: 이 박물관은 입장객 감소로 인해 해마다 80억원대 적자가 발생하고 있다.
이 박물관 역시 미래 수요 예측이 잘못된 것으로 지적했다.
The museum is losing 8 mil dollars a year due to the decrease in visitors.
The museum also pointed out that future demand forecasts are wrong.

What is the position of the Jeju Free International City Development Center?
Z: 3개의 개발사업에 대한 수요 타당성을 분석한 후, 결과에 따라서 사업 시기와 규모를 조정할 계획이다. 즉 사업을 재검토할 예정이다.
After analyzing the demand feasibility for the three development projects, the timing and size of the project will be adjusted according to the results. In other words, the project will be reviewed.
A: 대규모 프로젝트가 장기화되면서 타당성과 적정성이 시기적으로 올드한 수치가 되어버리는 문제가 있군요.
지적된 내용을 반영해서 프로젝트가 잘 추진되길 기대한다.
As large-scale projects get prolonged, there is a problem that the validity and appropriateness become outdated in time.
I hope the project will be carried out well by reflecting the points pointed out.
