Public Housing District in Eastern part of Jeju City >

Z: 국토교통부가 지난 11월 15일 ‘주택공급 활성화 방안’의 후속조치를 발표했다.
후속조치는 전국 5개 지역에 총 8만호 규모의 신규택지를 구축하겠다는 것이다.
Z: On November 15, the Ministry of Land, Infrastructure and Transport announced
a part of policy of "activate housing supply."  This a part of follow-up measure is to build a site of a total of 80,000 new housing in 5 regions nationwide.

A: 5개 지역에는 제주가 포함되어있고요.
제주도민들에게도 ‘내집’을 마련할 수 있는 기회가 확대되겠네요.
어느 지역에 신규택지가 조성될 계획인가요?
A: Jeju is included into this five regions.
I believe Jeju residents will also have more opportunities to prepare their own house.
In which area is the new housing site planned to be built?

Z: 도련, 화북, 영평동 일대다.  
제주에 조성될 신규 택지 사업명은 가칭 ‘제주화북2동 공공주택지구’이다.
면적은 924,000평방미터 규모이다. (28만평에 가까워)
Z: It's Doryeon, Hwabuk, and Yeongpyeong-dong in Jeju City.
The name of the new housing site project to be built in Jeju cuty is the tentatively named
"Jeju Hwabuk Public Housing District."
It has an area of 924,000 square meters. (Close to 280,000 pyeong)

A: 화북일대에 공공주택지구를 조성하기로 한 결정에는 어떤 배경이 있는가?
A: What is the background of the decision to create a public housing district in Hwabuk?

Z: 제주지역 인구가 최근 10년사이 15% 증가했다. 하지만 공공주택 공급은 부족하다.
그리고 제주시 서부권에 비해서 동부권에도 계획적인 택지 개발이 필요한 점을 고려했다.
Z: The population of Jeju has increased by 15% in the last 10 years. But the supply of public housing is not enough.
In addition, compared to the western part of Jeju-si, the eastern part is NOT insufficient of  infrastructure then considered the need for a planned housing site development.

A: 화북지역 공공주택지구 사업의 방향성이나 캐릭터가 있는지요?
A: Is there a direction or character of the public housing district project in Hwabuk?

Z: 국토교통부는 제주도청과 협의를 통해서 개발방향을 ‘친환경 그린수소 에너지시티’로 컨셉을 정하였다.제주시 동부지역에 단일 지구로는 역대 최대 규모의 공공주택지구를 조성하는 프로젝트이다.아마 신규 공공주택지구는 친환경 미래 혁시도시의 모델이 될 것으로 전망된다.
Z: The Ministry of Land, Infrastructure and Transport decided on the concept of 'eco-friendly green hydrogen energy city' by coordinating with the Jeju Provincial Government.
It is a project to create the largest public housing district ever in the eastern part of Jeju-si.
Perhaps the new public housing district is expected to become a model for an eco-friendly future city.

A: 에너지시티라 하면 그린수소 에너지원을 사용하고, 친환경적인 주택 모델을 구상하고 있는 것이군요.
A: When it comes to energy cities, they use green hydrogen energy sources and come up with an eco-friendly housing model.

Z: 신재생에너지로 생산되는 청정 그린수소를 사용할 예정이다. 그리고 빗물과 중수도를 재이용하는 체계도 갖춘다. 친환경 그린수소 에너지시티 조성이 핵심 목표인 것이다.
게다가 북쪽에는 ‘제주 동부 공공지원 민간임대주택지구’가 조성될 예정이고, 인근 첨단과기단지와도 연계할 예정이다.
Z: It will use clean green hydrogen produced by renewable energy.
It also has a system to reuse rainwater and heavy water.
The creation of an eco-friendly green hydrogen energy city is a main goal of this project.
In addition, it will also be linked to a nearby high-tech science park.

A; 첨단산업과 상업, 생활기반시설들이 연계되어 시너지를 낼 수 있겠네요.
그래도 공항과 항만 등과 같은 교통 인프라와 연계도 중요해 보인다.
A; High-tech industries, commerce, and living infrastructure can be linked to create synergy.
However, it seems important to connect with transportation infrastructure such as airports and harbor.

Z: 그렇다. 제주공항과 제주항 여객터미널을 연결하는 대중교통망을 신설해서 교통 접근성을 개선할 예정이다. 그리고 동부권 복합환승센터를 연결해서 교통대책도 마련할 예정이다.
Z: That's right. It plans to improve transportation access by establishing a new public transportation network connecting Jeju Airport and Jeju Port passenger terminals.
In addition, it plans to prepare transportation policy by connecting the transfer center which is planned in the future in the eastern region.

A: 앞으로의 절차는 어떻게 되나요?   A: What are the future procedures?

Z:  우선 지구지정을 해야한다. 2025년 상반기까지 화북 공공주택지구 지정을 완료하고, 2026년 지구계획 승인의 절차를 거쳐, 토지보상을 하게된다. 그러면 2028년부터 조성공사에 착수하면 2032년에 준공할 계획이다.
Z: First of all, we need to designate the district.
he designation of the Hwabuk Public Housing District will be completed by the first half of 2025, and land compensation will be made after the approval of the district plan in 2026.
Then, if the construction work begins in 2028, it is planned to be completed in 2032.

A: 10년을 준비하는 계획인만큼 잘 추진되길 바란다.
A: This is 10 yr project so I hope it goes well.
