Z: 제주는 관광휴양지로서 컨벤션 산업을 중점적으로 육성해 왔다.

A: 국제회의나 행사가 제주에서 열리게 되면, 참석자들이 회의 후 관광이나 휴양을 통해서 여러 가지 부가가치가 예상되는 산업이다.
서귀포시 중문에는 제주국제컨벤션센터도 건립되어 있다.

Z: 1년 내내 많은 국제행사와 회의들이 ICC에서 개최된다.
그 외 여러 부대시설들도 있다. 1층에는 제주관광공사가 운영하는 내국인면세점도 있다.

A: 야외무대도 가능해서 콘서트도 종종 열린다.

Z: ICC에서 그동안 많은 국제회의나 행사가 열렸다. 하지만 전시시설은 부족한 실정이다.

A: 킨텍스나 코엑스에 비하면 전시시설 규모가 작아 보이긴 하다.

Z: 그래서 제주는 제2컨벤션 센터 건립을 추진 중에 있다.
ICC JEJU 오는 2025년을 목표로 일명 ‘제주 마이스 다목적 복합시설’을 건립을 추진하고 있다.
예산은 880억원이 투입될 예정이다. 이중 국비는 280억원, 지방비가 447억원이고 ICC 제주가 153억원을 투자할 예정이다.

A: 제주에서의 국제행사와 전시행사의 수요가 늘어나다 보니, 또다른 컨벤션센터 기능을 수행할 수 있는 시설이 필요한 것이군요.

Z: 마이스 다목적 복합시설은 기존 ICC의 전시 회의 공간 부족 문제를 해소하기 위해서 추진되는 사업이다. 국제회의, 전시회 연회 및 공연 등 다양한 대규모 행사 유치가 가능한 전시와 컨벤션 인프라를 확충하는 사업이다.

A: 위치와 면적은 어떻게 되나요?

Z: 서귀포시 중문관광단지 내 국제평화센터 부지가 후보지이다.
연면적은 15,110평방미터이다. 지하 1층과 지상 2층을 계획 중이다.
전시공간은 4728평방미터로 설계되어 300부스 이상 규모의 전시가 가능하다.
최대 수용 가능인원은 4500명이다.

A: 많은 예산이 들어가는 사업이니 중앙정부의 지원도 있어야 하고, 무엇보다 제주도청과 ICC제주가 협력해야 할 사업이다.

Z: 현재 사업시행 주체는 ICC로 변경되어 있다.
ICC가 부담해야할 153억원 예산도 큰 과제이다.
현재로서는 제주관광진흥기금 융자를 받거나 은행 차입을 통해서 사업비를 확보할 계획이다.

A: 하지만 ICC 제주는 적자가 계속되고 있다.
과연 가능하겠는가?

Z: 현재 5년간 누적 손실이 126억원에 이르고 있다. 올해 20억원의 적자가 예상된다.
누적 적자는 가중될 가능성이 높다.
공정별 전문인력 채용도 필요할 것이고, 예산과 관련된 부분 심도있는 논의도 더 필요하다.

A: 그러니 더욱더 제주도청과 ICC 제주가 협력해서 마이스다목적복합시설 추진을 검토해야 할 것이다.

Z: Jeju has focused on fostering the convention industry as a tourist resort.

A: When an international conference or event is held in Jeju, the additional value are expected through tourism or recreation after the meeting.
The Jeju International Convention Center has also been built in Jungmun, Seogwipo-city.

Z: Many international events and conferences are held at the ICC throughout the year.
There are also several other facilities. On the first floor, there is also a duty-free shop for Koreans operated by the Jeju Tourism Organization.

A: Outdoor stages are also available, so concerts are sometimes held.

Z: Many international conferences and events have been held at the ICC. However, exhibition facilities are NOT enough.
A: Compared to KINTEX and COEX, the exhibition facility looks small.

Z: So, Jeju is pushing for the construction of a second convention center.
ICC JEJU is pushing for the construction of a so-called Jeju MICE multi-purpose complex with the goal of 2025.
The budget will be 88 mil USD among them, 28 mil USD will be spent from National Government Budget, 44.7 mil USD from Provincial Government Budget,  and 15.3 mil USD will be invested by ICC Jeju.

A: As the demand for international and exhibition events in Jeju is increasing, we need a facility that can function as another convention center.

Z: The MICE multipurpose complex is a project promoted to solve the problem of space as the venue for exhibition.
It is a project to expand exhibition and convention infrastructure that can attract various large-scale events such as international conferences, exhibition banquets and performances.

A: What is the location and area?

Z: The site of the International Peace Center in the Jungmun Tourist Complex in Seogwipo City is a candidate site.
It has a total floor area of 15,110 square meters.
It is planning the first basement floor and the second ground floor.
The exhibition space is designed to be 4,728 square meters, allowing exhibitions of more than 300 booths.
The maximum capacity is 4,500 people.

A: Since it is a project that requires a lot of budget, there must be support from the central government, and above all, it is a project that Jeju Provincial Government and ICC Jeju should cooperate with.

Z: Currently, the project implementation entity has been changed to ICC.
The 15.3 mil USD budget to be borne by the ICC is also a big task.
Currently, it plans to secure business expenses through loans from the Jeju Tourism Promotion Fund or bank borrowing.

A: But ICC Jeju continues to suffer losses.
Will it be possible?
Z: The cumulative loss for the current five years has reached 12.6 mil USD
A deficit of 2 mil USD is expected this year.
The cumulative deficit is likely to increase.
Recruitment of professional manpower for each process will also be necessary, and further in-depth discussions related to the budget are needed.

A: Therefore, Jeju Provincial Government and ICC Jeju should work together to consider promoting MICE multi-purpose complex facilities.
