JEJU A to Z 미래번영기금 / Future Prosperity Fund

Z: 제주에서 APEC 제2차 고위관리회의(SOM2: Senior Officials Meeting 2)가 개최되었다.
2025년 5월 ICC제주에서. 이 회의에서는 APEC 회원국들이 청년층 지원을 위한 ‘미래번영기금’을 설립하기로 합의한바 있다.

A: APEC 회의가 경주와 부산, 제주에서 분산개최된다.
그중 노동부장관회의와 교육부장관회의, 통상장관회의 그리고 고위관리회가 제주에서 개최되었다. 고위관리회의에 대해서 설명을 부탁한다.

Z: 고위관리회의는 위원회별 논의사항을 검토해서 정상회의와 합동각료회의에 보고하고, 결정사항을 이행하고 감독하는 역할을 맡고 있다.

A: 고위관리회의 산하 위원회는 어떤 분야의 위원회들로 구성되어 있나요?

Z:  산하 4대 위원회인 무역투자위원회, 경제기술협력 운영위원회, 경제위원회, 예산운영위원회로 구성되어 있다. 이번 2차 고위관리회의에서 청년층의 경제참여와 역량강화를 지원할 수 있는 ‘미래번영기금’설립이 21개 회원 만장일치로 승인되었다.

A: 청년의 일자리, 청년들의 경제활동은 인구정책과도 매우 밀접한 연관이 있다.
이를 위한 기금이 조성된 것은 매우 고무적인 일이다.

Z: 이번 ‘미래번영기금’이 통과하기까지는 대한민국 정부의 노력이 있었다.
2024년 11월 페루 APEC 정상회의에서 청년층 지원을 위한 ‘미래번영기금’ 설립을 공식 제안한 바 있다. 초기 재원으로 100만달러 출연을 약속하기도 했다.

A: 미래번영기금의 쓰임새는 어떻게 될까요?

Z: 교육과 과학, 그리고 정책분야에 청년 전문 인력 간 지식교류를 추진한다.
ICT 및 인공지능, 클라우드, 빅데이터, 첨단제조기술 등 디지털 분야 청년 역량을 강화하고,
청년 주도 창업활동을 지원한다.
인구변화와 환경문제 등에 대한 정책 연구도 지원하게 된다.

A: 그럼 기금은 언제 조성되서 활용하게 되는 건가요?

Z: 기금은 APEC 내 남은 행정절차를 거쳐서 실립이 확정될 예정이다.

A: 제주의 경우 국내외의 많은 대학들과 LEARNCATION 프로그램을 진행 중이다.
교육장관회의가 제주에서 개최된만큼 앞으로 교육분야의 디지털 대전환을 비롯해서 청년들의 교육과 지식교류에도 기금이 잘 쓰이길 바란다.

Z: 제주는 디지털 AI 대전환을 추진하고 있는만큼, 청년들과 함께 미래를 대비할 수 있는 지방정부로 거듭나길 기대해본다.


Z: The second APEC Senior Official Meeting (SOM2) was held in Jeju.
May, 2025 in ICC Jeju. At the meeting, APEC member states agreed to establish a 'Future Prosperity Fund' to support young people.

A: APEC meetings will be held in Gyeongju, Busan, and Jeju.
Among them, a meeting of labor ministers, a meeting of education ministers, a meeting of trade ministers, and a meeting of senior management were held in Jeju. Please explain the meeting of senior management.

Z: The senior management meeting is responsible for reviewing the discussions of each committee, reporting them to the summit and joint cabinet meetings, and implementing and supervising the decisions.

A: What fields are the committees under the senior management council made up of?

Z: It consists of the four major committees under its wing, the Trade and Investment Committee, the Economic and Technological Cooperation Steering Committee, the Economic Committee, and the Budget Steering Committee. At the 2nd senior management meeting, the establishment of the Future Prosperity Fund, which can support young people's economic participation and capacity building, was unanimously approved by 21 members.

A: The jobs of young people and the economic activities of young people are also closely related to population policy. It is very encouraging that a fund has been created for this.

Z: Until the 'Future Prosperity Fund' passed, the South Korean government made efforts. At the APEC summit in Peru in November 2024, it officially proposed the establishment of the Future Prosperity Fund to support young people. It also promised to contribute 1 million dollars as initial financial resources.

A: What will be the use of the Future Prosperity Fund?

Z: Promote knowledge exchange among youth professionals in education, science, and policy fields.
Strengthen youth capabilities in digital fields such as ICT and artificial intelligence, cloud, big data, and advanced manufacturing technologies, Support youth-led start-up activities.
It will also support policy research on population change and environmental issues.

A: Then when will the fund be created and used?

Z: The fund will be established through the remaining administrative procedures in APEC.

A: In the case of Jeju, many universities at home and abroad are running LEARNCATION programs.  As the Education Ministers' Meeting was held in Jeju, I hope that the fund will be used well for young people's education and knowledge exchange, as well as digital transformation in the field of education.

Z: As Jeju is promoting a great transformation of digital AI, we look forward to becoming a local government that can prepare for the future with young people.
