Z: 기후변화 등으로 인해 자연재난이 그 어느때보다 심하다.

A: 날씨가 변화무쌍하다. 더운 듯 추운 듯. 매번 바깥 옷차림도 쉽지않다.
제주도정은 자연재난 대응에 그 어느때보다 더 많은 신경을 쓰고 있다.

Z: 제주도정은 인공지능 기술을 활용해서 한층 더 진화한 재난대응 체계를 가동할 예정이다.

A: 에너지 대전환 정책이후, AI&디지털 대전환 정책이 자연재난 대응정책에도 적용되고 있군요.

Z: 이제 곧 여름이다. 제주도정은 2025년 여름 자연재난 사전대비를 위해서 새로운 재난대응 체계를 준비했다.

A: 제주가 이번 여름철 대비로 구축한 새로운 재난대응체계에 대해서 설명해달라.

Z: 이번 대책의 핵심은 스마트 재난관리 시스템 구축과 민관협력 강화이다.
제주도정은 7월부터 인공지능에 기반한 아바타 수화 영상 서비스를 도입한다.
그리고 제주재난문자 알림톡 시스템으로 기상특보와 재난대응 행동요령을 통합해서 제공할 예정이다.

A: 금번 새로운 서비스를 통해 시각청각 장애인들과 독거노인 등 재난취약 계층에게 좀더 정보의 접근성을 높일 수 있는 계기가 되겠네요.

Z: 제주도정은 여름철 자연재난 전담반을 확대 개편한다.
자율방재단, 의용소방대, 사단법인 제주올레, 한국동산트레킹지원센터, 대한적십자사 제주지사 등 5개의 민간단체가 이번 재난대응 민관협력 시스템에 참여한다.
그리고 온라인 소통차욱인 ’2025년 여름철 재난대응 혼디방(Group Room)’도 신설한다.

A: 재난대응은 현장에서의 상화판단이 매우 중요하다.
제주시와 읍면동 사무소에서 지역별 대응체계도 매우 중요해 보인다.

Z: 행정시 재난안전상황실의 현장대응 신속성과 책임성도 강화해 나갈 것이다.
그리고 산사태 우려지역 등을 전수조사해서 위험지역 종합정보체계를 구축하고 지역별 담당자를 지정할 계획이다.

A: 제주가 여름철 자연재난 대응을 위해서 스마트시스템을 구축할 뿐 아니라, 만반의 준비를 하고 있군요.

Z: 여름철 자연재난에 따른 인명피를 예방하기 위해 시설물 안전관리와 신속 대응체계도 구축하고 도민들에게 안전교육도 해 나갈 것이다. 무엇보다 이런 내용들을 골자로 한 종합 대책을 추진한다.

A: 자연재난 피해를 줄이려면 무엇보다 철저한 사전 준비만이 답이다.

Z: 기후위기 시대라고 한다. 따라서 제주도정과 제주도민들이 함께 선제적으로 대응해 나가는 수 밖에 없다.

Smart System for Response to Natural Disasters

Z: Soon it will be summer. The Jeju Provincial Government has prepared a new disaster response system to prepare for natural disasters in the summer of 2025.

A: Please explain the new disaster response system that Jeju has established to prepare for this summer.

Z: The core of this measure is to build a smart disaster management system and strengthen public-private cooperation.
Jeju Provincial Government will introduce an artificial intelligence-based avatar sign language video service from July.
In addition, the Jeju Disaster Text Notification Talk System will provide an integrated weather report and disaster response action tips.

A: This new service will serve as an opportunity to increase the accessibility of information to disaster vulnerable groups such as the visually impaired and the elderly living alone.

Z: The Jeju Provincial Government will expand and reorganize its summer natural disaster task force.
5 private organizations, including the Autonomous Disaster Prevention Group, the Volunteer Brigade, Jeju Olle, the Korea Trekking Support Center, and the Jeju branch of the Korean Red Cross, will participate in the disaster response public-private cooperation system.
In addition, the 'Group Room for Disaster Response in Summer 2025', an online communication center, will be newly established.

A: In disaster response, it is very important to judge on the spot.
Regional response systems also seem very important in Jeju City and Eup, Myeon, Dong offices.

Z: The administration will also strengthen the on-site response speed and accountability of the disaster safety situation room.
