Z: 제주도청이 자전거 인프라를 구축하는 사업들을 한다.
The Jeju Provincial Government carries out projects to build bicycle infrastructure.

A: 사실 제주는 동산이 많아서 자전거 타기가 쉽지는 않은 지형이다.
In fact, Jeju is not easy to ride a bicycle because there are many hills.

Z: 제주도청이 2025년을 ‘자전거 타기 좋은 제주’를 만들기 위한 원년으로 삼는다는 계획이다.
이를 위한 세부 실행계획도 추진된다.
The Jeju Provincial Government plans to make 2025 the first year to make Jeju a good place to ride a bicycle. A detailed action plan for this will also be implemented.

A: 자전거 타기 좋은 지역으로 만들려면 여러 가지 여건들이 조성되어야 할 것이다.
Various conditions will have to be established to make it a good area for cycling.

Z: 2024년 10월 ‘자전거 이용활성화 계획’을 이미 수립한바 있다.
이는 2023년부터 2027년까지의 계획이다. 하지만 계획을 조금 수정했다.
We have already established a 'Bicycle Use Revitalization Plan' in October 2024.
This is the plan from 2023 to 2027. But it modified the plan a little bit.

A: 어떤 내용들을 담고 있는가? What content does it contain?

Z: 자전거 인프라를 확충하고, 자전거 보급률을 확대한다.
그리고 도민들의 인식도 제고한다.
이 3가지를 핵심으로 하는 정책이다.
Expand bicycle infrastructure and expand bicycle supply.
It also raises the awareness of provincial residents.
It is a policy with these three at its core.

A: 그렇군요. 인프라, 보급, 그리고 도민인식.
I see. There are 3 points.  Infrastructure, distribution, and citizens' awareness.

Z: 먼저 자전거 전용도로를 만들어 나간다. 예산 3억원을 투입해서 연삼로와 연북로에 자전거 전용 도로를 확충하기 위해서 타당성 조사와 기본계획을 수립할 예정이다.
상반기에는 교통영향 분석과 수요조사를 실시한다. 이를 통해서 최적의 노선을 선정하고 하반기에 기본계획을 수립할 예정이다.
First, we will build a bike lane. A feasibility study and a basic plan will be made to expand bike lanes on Yeonsam-ro and Yeonbuk-ro by investing 300 million won.
In the first half of the year, traffic impact analysis and demand surveys are conducted. Through this, the optimal route will be selected and a basic plan will be established in the second half.

A: 사실 자전거 타기 좋은 제주도 좋지만, 작년에 걷기 행사도 크게 있었던 것으로 기억한다.
Actually Good for Cycling in Jeju policy is good but I think walking is also important.
I remember there was a big walking event last year.


Z: 그렇다. 전농로 사람중심도로 조성사업을 추진 중이다.
이 사업에는 70억원의 예산을 투입한다. 국비가 30억원 제주도 지방예산이 40억원이다.
Yes, Jeju is working on a project to build a people-centered road in Jeonnong-ro.
The project will cost 7 billion won. The national budget is 3 billion won, and the local budget of Jeju Island is 4 billion won.

A: 사람중심도로를 위해서 투입되는 예산은 어디에 쓰이는 것인가요?
Where is the budget used for the people-centered road?

Z: 녹지공간을 확대하고 보행자 편의시설을 증진시킨다. 그리고 자전거도로 확충을 위해서 실시설계 등 공사 추진을 위한 사전 준비에 쓰일 예정이다.
Expand green spaces and enhance pedestrian convenience. And it will be used to prepare for the construction, such as the actual design, to expand bicycle paths.

A: 도시계획형 도로의 사업은 자전거인프라와 어떤 연관이 있게 되는가?
How does the urban planning road project relate to the bicycle infrastructure?

Z: 2028년까지 17개 노선의 도로를 구축하는데 자전거도로가 병행하여 구축될 수 있도록 한다. 제주도 전역에 자전거 인프라가 확충될 예정이다.
Jeju will build 17 roads by 2028, allowing bicycle paths to be built in parallel. Bicycle infrastructure will be expanded throughout Jeju Island.

A: 자전거를 타고 출퇴근할 수 있는 인프라 조성이 매우 중요한 것 같다.
I think it's very important to create an infrastructure to ride a bike to and from work.

Z: 제주도의 공직자들이 자전거 출퇴근 시범사업을 실시한다.
그리고 공유자전거 사업체와 협약을 맺어서 출퇴근 시범사업을 시작할 예정이다.
Officials in Jeju Island will conduct a pilot project to commute by bicycle.  In addition, it will sign an agreement with a shared bicycle business to start a commuting pilot project.

A: 전기차 보조금처럼 전기자전거를 구매하면 보조금 혜택이 있나요?
Is there a subsidy if I buy an electric bicycle like a subsidy for an electric car?

Z: 전기자전거 구입 보조사업은 도민 200여명에게 1인당 최대 50만원을 지원할 계획이다.
이외에도 자전거 시범학교를 지정하고 강정마을의 자전거투어 프로그램도 진행할 계획이다.
The electric bicycle purchase subsidy project plans to provide up to 500,000 won per person to 200 provincial residents. In addition, it plans to designate a bicycle demonstration school and conduct a bicycle tour program in Gangjeong Village.

A: 자전거 타기 좋은 제주는 사실 탄소배출을 줄이기, 접근성을 높이는 정책이다.
제주의 15분도시 정책과도 연계된다.
Jeju, which is good for cycling, is actually a policy that reduces carbon emissions and increases accessibility.  It is also linked to Jeju's 15-minute city policy.

Z: 그렇다. 그래서 도민인식을 제고하는데도 노력을 기울일 예정이다.
자전거 이용 활성화를 통해서 제주도민들의 자전거 이용 분위기를 조성할 예정이다.
제주가 15분도시를 추진하는 만큼 차량중심에서 사람중심의 교통체계로 전환을 시도해 나가는 한해가 될 것으로 보인다.
Yes, that's why we're going to make efforts to raise awareness of the residents.
By revitalizing the use of bicycles, it will create an atmosphere for Jeju residents to use bicycles.
As Jeju promotes the city for 15 minutes, it is expected to be a year to try to switch from vehicle-centered to people-centered transportation system.
