A Large Scale of Smart Farm

A: 제주는 관광업 외에 1차산업, 농업이 매우 중요한 산업이다. 스마트팜은 제주의 중요한 정책 중 하나이다.  Beside tourism, primary and agricultural industries are very important in Jeju.
Smart farms are one of the important policies of Jeju.

Z; 스마트팜은 기존의 인간이 직접 운영하던 농장과 농업을 사람의 손이 아닌, 최첨단 기술을 활용한 농장을 말한다.  Smart Farm refers to a farm that utilizes cutting-edge technology, not human hands, of existing the physical work by farmers in agriculture.

A: 사물인터넷 IoT, 빅데이터, 인공지능 등 IT 기술이 집약된 곳이 스마트팜이라고 할 수 있다.
Smart farms are where IT technologies such as IoT, big data, and AI are concentrated.

Z: 제주에 대규모로 ‘스마트팜’이 조성될 계획이다.
중앙정부 농림축산식품부가 추진하는 ‘지역특화 임대형 스마트팜 조성 사업’에서 제주의 애월, 봉성리가 대규모 스마트팜 신규 대상지로 선정되었다.
A large-scale 'smart farm' is planned to be built in Jeju.
Jeju's Aewol and Bongseong-ri were selected as new targets for large-scale smart farms in the "Regional Specialized Rental Smart Farm Creation Project" promoted by the central government's Ministry of Agriculture, Food and Rural Affairs.

A: 반가운 소식이네요. 지역의 특화산업으로서 임대형으로 스마트팜이 조성되는 것이군요.
That's good to hear. As a specialized industry in the region, a smart farm will be built for rent.

Z: 이번 사업은 봉성리 국공유지에 온실과 기반시설을 구축하게 된다. 면적은 각각 4만평방미터와 10만평방미터 가량 된다. 이 임대형 스마트팜은 2027년말까지 조성될 계획이다.
This project will build greenhouses and infrastructure on state-owned land in Bongsung-ri.
The area is about 40,000 square meters and 100,000 square meters, respectively.
The rental smart farm is planned to be built by the end of 2027.

A: 예산은 어느정도 투입되나요? 중앙정부의 예산이 투입되는 것이겠죠?\
How much budget will be spent? The central government's budget will be spent, right?

Z: 총사업비는 242억원이 투입된다. 이중 국비는 140억원이고 지방비는 102억원이다.
‘제주형 임대형 스마트팜’은 청년 농부(만18세 이상 만40세 미만) 8개 팀을 선발해서 스마트팜을 통해 재배할 수 있도록 임대해 주는 사업이다.
The total project cost is 24.2 billion won.
Of these, the national expenditure is 14 billion won and the local expenditure is 10.2 billion won.
The "Jeju-type rental smart farm" is a project that selects eight teams of young farmers (aged 18 to under 40) and leases them so that they can be grown through smart farms.

A: 보통 어떤 품종을 재배하게 되죠? What kind of varieties are usually grown?

Z: 레드향과 망고 등 제주를 대표하는 고부가가치 특산작물을 스마트팜을 통해서 재배할 수 있도록 지원해 주게 될 것이다.
It will support the cultivation of high-value-added specialty crops representing Jeju, such as Red-Hyang and mangoes, through smart farms.

A: 기간은 어떻게 되죠? 청년농부들의 농업활동에 대한 기간요. 임대기간.
How long is it? It's about the farming activities of young farmers. The rental period.

Z: 청년 농업인이 처음에 입주할 때는 기본 3년 임대이다.
그리고 평가를 거쳐서 1년씩 총3회를 연장할 수 있다.
When young farmers first move in, it's a three-year lease.
And after evaluation, a total of three times can be extended one year.

A: 그럼 최대 6년 동안 청년농부들이 스마트팜 영농기술을 익히고, 수익을 낼 수 있는 충분한 기회가 제공되겠네요.
Then there will be enough opportunities for young farmers to learn smart farm farming skills and make profits for up to 6 years.

Z: 스마트팜의 장점은 일손이 많이 들지 않는데 있다.
고령화시대에는 적합한 기술이다.
눈이 올땐 열어둔 차양막이 자동으로 닫히고, 비가 오지 않는 가뭄에는 인공지능이 알아서 물을 공급해 준다.
The advantage of smart farms is that they don't require a lot of labor.
It is a suitable technology for the age of aging.
When it snows, the screen(tarp) open automatically close, and artificial intelligence supplies water on its own in drought when it does not rain.

A: 사실 그동안 농업은 육체적으로 고되고 돈도 안되는 산업으로 인식되는 편견이 있었다.
앞으로는 새로운 패러다임을 제시해 주겠군요.
In fact, there has been a negative aspect that agriculture has been perceived as a physically demanding and unaffordable industry.
From now on, it will present a new paradigm.

Z: 특히 기후위기시대와 고령화시대, 인구감소에 직면한 농촌에 새로운 활력이 될 것이다.
It will be a new boost, especially for rural areas facing the climate crisis and the aging era and population decline.

A: 제주농가의 농가인구는 어떻게 되죠? What is the population of farmers in Jeju?

Z: 통계청의 자료를 살펴보자. 1970년대 제주농가인구는 55,000가구 24만8천명이었다.
2023년에는 30,357가구 72,985명 수준이다.
Let's look at the data from the National Statistical Office.
In the 1970s, the Jeju farm population had 248,000 farmers in 55,000 households.
In 2023, there are about 72,985 people in 30,357 households.

A: 고령인구가 차지하는 비중은 어떻게 되나요?
What is the proportion of the elderly population?

Z: 2020년 기준 28.8%에 달한다. 거의 30%이다. It's 28.8% as of 2020. It's almost 30%.

A: 스마트팜이 고령화와 저출산에 접어든 농촌에 대안이 될 수 있기를 바란다.
I hope smart farms can be an alternative to rural areas that are aging and low birth rates.

Z: 여기에 향후 청년농업인 양성과 선진 농업체계를 갖춘 ‘스마트팜 아일랜드’ 조성에도 큰 동력이 되길 기대해 본다.
