A: 앞서 언급했지만 외국인투자유치는 신고액과 도착액으로 구분된다고 하였다.
FDI는 신고액보다 실 도착액이 중요하다.
As mentioned earlier, it is said that foreign investment attraction is divided into reported amount and arrival amount.
For FDI, the actual arrival amount is more important than the reported amount.

Z: 올해 상반기 기준 FDI 도착금액은 500만 달러에 그치고 있다.
최근 도착 기준 실적을 보면 해외투자유치가 사실상 전무한 상황이다.
As of the first half of this year, the arrival amount of FDI is only 5 million dollars.
According to the recent performance based on arrival, there is virtually no foreign investment attraction.

A: 그럼 과거 5년간의 실적은 어떠한가요?
   Then what is the performance like over the past 5 years?

Z: 지난 5년간 도착 기준 실적을 살펴보자.
2019년 3억 1400만달러
2020년 3억 9600만달러
2021년 1억 3천만 달러,
2022년 4300만달러에서
2023년 3400만달러로 급감했다.
Let's look at the performance based on arrival over the past five years.

$396 million in 2020
$130 million in 2021,
From $43 million in 2022
It plunged to $34 million in 2023.

A: 이렇게까지 급락하고 있는 이유는 무엇인가요?
What is the reason for the sharp decline?

Z: 과거 제주도정에서는 대규모 개발 사업에 대한 규제를 강화했다.
그리고 지금 도정이 들어서서는 불확실성이 더 커졌다.
지정학적 불확실성도 커지고, 고금리도 지소괴고 환율 변동폭도 확대되었다.
In the past, the Jeju provincial government tightened regulations on large-scale development projects.
And now the uncertainty has grown even bigger.
Geopolitical uncertainty has increased, high interest rates have declined, and exchange rate fluctuations have expanded.

A: 여러 가지 여건들이 외국인 투자유치를 어렵게 만들고 있군요.
Various conditions are making it difficult to attract foreign investment.

Z: 그래서 제주도정은 대규모 관광개발 사업을 유치하는 것보다는 업종을 신성장산업으로 전환해 가는 과정에 있다. 우주산업, 모빌리티 산업 등 제주의 미래를 책임질 수 있는 산업에 집중하고 있는 것이다.
That's why Jeju Government is in the process of converting its industry into a new growth industry rather than attracting large-scale tourism development projects.
It is focusing on industries that can take responsibility for Jeju's future, such as the space industry and the mobility industry.

A: 글로벌 경제 자체가 안좋다 보니, 외국인직접투자를 유치하는 것은 힘들어 보인다.
하지만 실적들이 조금씩 회복되기를 기대해 본다.
The global economy itself is bad, so it seems difficult to attract foreign direct investment.
However, I hope that the performance will recover little by little.
