Z : 제주의 대규모 민간 개발사업 프로젝트 중에 동물테마파크라는 사업이 있다.

Z: 난개발 논란과 함께 주민 찬반 갈등이 극심했다.
하지만 제주동물테마파크 개발사업을 대규모 휴양시설 조성사업으로 변경해서 추진하는 내용이 제주도 개발사업심의위원회 심의를 통과했다.
Along with the controversy over reckless development, there was a severe conflict between residents.
However, the Jeju Development Project Review Committee passed the deliberation of the Jeju Island Development Project to change the Jeju Animal Theme Park development project to a large-scale recreational facility development project.

A: 이 동물테마파크 사업은 어떤 사업인지 간략히 소개해 달라.

Z: 제주시 조천읍 선흘리 58만 평방미터 부지에 사업비 2107억원을 들여서 콘도와 호텔시설, 전시장과 글래핑, 정원 등을 조성하는 사업이다.
당초 이 사업은 제주말과, 흑우, 흑돼지 등 재래가축과 더불어서 토종식물을 내세운 축산관광 개발 사업이었다.
2003년부터 시작된 이 사업은 두 차례에 걸쳐 사업자가 바뀌었다.
이번 심의위원회에서 제주동물테마파크 사업은 ‘스코리아필즈공원 조성사업’으로 이름을 변경하였다.
It is a project to create condominiums, hotel facilities, exhibition halls, glaping, and gardens by spending 210.7 mil dollars on a 580,000 square meter site in Seonheul-ri, Jocheon-eup, Jeju-si.
Initially, this project was a livestock tourism development project with native plants in addition to traditional livestock such as Jeju horse, black cow, and black pig.
This business, which started in 2003, has changed hands twice.
At this deliberation committee, the Jeju Animal Theme Park project was renamed the Scoria Fields Park Creation Project.

A: 사업 시행자는 민간개발사업자이다. 공공영역의 프로젝트가 아니다.
   The project implementer is a private developer. It's not a project in the public side.
Z: 그렇다. 주식회사 레드스톤 에스테이트이다.
이번 심의회에서는 사업규모도 변경되어 통과되었다.

The size of the project was also changed and passed at this council.

A: 어떤 내용으로 조정되어 통과되었는가?
What content was adjusted and passed?

Z: 기존의 동물테마파크 사업보다 부지가 902평방미터 더 커졌다. 그리고 사업비 역시 1244억원이 증가하였다.
The site is 902 square meters larger than the existing animal theme park project. And the project cost also increased by 124.4 mil dollars.

A: 사업부지와 사업비가 더 증가했다면 사업 시설물들도 더 증가했겠네요.
If the project site and project cost had increased further, the business facilities would have increased further.

Z: 원래 70실 규모로 계획했던 콘도와 호텔과 같은 숙박시설도 273실로 증가했다.

Z: 사업자는 주변 여건과 변화 등을 고려해서 자연과 문화, 예술이 공존하는 힐링공간으로 바꾸기 위함이라고 사업 변경 사유를 밝혔다.

Z: 의결된 안건을 보면 당초 2024년 12월까지였지만 2029년 12월까지 5년 더 연장했다.

Z: 개발사업심의위는 안건을 의결하는 대신 추진상황을 보고하는 조건을 내걸었다. 2025년 6월까지 추진상황을.
그리고 ‘스코리아필즈공원 조성사업’은 앞으로 경관심의, 도시건축공동위원회와 지구단위계획 심의 등의 절차를 밟게 된다.
The development project deliberation committee set a condition to report the progress instead of passing the agenda. The progress report by June 2025.
